I am commanded by the Army Council to acknowledge the receipt of your letter of the 12th Instant regarding the administration of the Government of Hong Kong in the absence of the Governor and to inform you in reply, that, after considering the facts which you bring to their notice, the Council defer to the opinion of the Secretary of State for the Colonies as to the necessity of ensuring that the government of the Colony shall be placed in the hands of a trained Administrator, and they therefore agree that the Dormant Commission should remain as at present.
